The Berkshire Improvement and Efficiency Partnership (BIEP) aims to develop strategic transport and sustainability schemes for bidding and implementation across Berkshire. We support two Berkshire Economic Strategy Board Delivery Groups – Strategic Transport, and Sustainable Prosperity, with project funding for joint work.
What did we set out to achieve?
- Develop and implement strategic transport and sustainability schemes
- Improve the performance of the Berkshire Authorities through better measurement, understanding and intervention in key services
- Make substantial savings through better coordinated procurement
What have we achieved so far?
- Completed phase one of the Great Western Rail Access to Heathrow study
- Delivered Performance Improvement Training
- Benchmarking Club is now in use
- Developed and successfully piloted the Improvement Support programme
*BPSSU £2m cashable savings delivered in energy purchasing and LD residential costs - Agreed action plans for NI 185 &186 and improved capacity to respond to the sub-regional economic development agenda
- Lifetime Homes study nearing completion
How can your council get involved?
The next step is an improved LTP Assessment including cost avoidance from shared studies and improved contribution to regional transport planning. We are also implementing the Thames Valley Procurement Forum programme of 11 collaborative projects for improvement support, and aim to make further BPSU cash savings of at least £1 million per year.

Berkshire Performance Improvement InitiativeThis project is an ambitious attempt to link the training of a cohort of officers and members with the use of real-time benchmarking measurement tools and the development of appropriate strategies, targets and measurement techniques in emerging Local Area Agreements, Multi Area Agreements and Local Strategic Partnerships. |
